Seawall replacement in Boca Raton
Replacing a seawall is a permitted construction project, and in Boca Raton it now has to meet the city's own elevation standard. Here is what to expect before you collect quotes.
When replacement is the right call
- The wall is leaning or rotating along much of its length, not just at one panel.
- Several panels are cracked through or separated.
- Tiebacks have failed in multiple places.
- You have repaired the same problem more than once and it keeps coming back.
- The cap sits well below the city's current 4.0 foot NAVD88 minimum and an engineer or contractor tells you the wall's remaining life is short.

Every new or replaced wall meets the city's elevation standard
Boca Raton's Engineering Design Standards Manual sets a minimum elevation of 4.0 feet NAVD88 and a maximum of 6.0 feet for any new or replaced seawall or dock, public or private. The wall also has to be designed so 12 to 18 inches can be added later without altering the existing structure, and the wet face has to sit on the property line. If your current wall was built years ago at a lower elevation, replacement is when it has to come up to the current standard.
What the project looks like
Assessment and survey
The contractor measures the wall, checks water depth and site access, and documents existing conditions.
Engineering
Signed and sealed drawings for the city permit application, designed to the 4.0 to 6.0 foot NAVD88 standard.
Permits
A city permit, with Army Corps of Engineers approval and product approvals or NOA where the project needs them, plus a Notice of Commencement over $5,000.
Construction
Demolition or install, new panels or sheet pile, tiebacks and anchors, then the cap.
Final inspection
A location survey, then a final engineer report with cap elevation and photos, before the city signs off.
What it costs
National cost guides put seawall replacement at roughly $200 to $600 per linear foot by material, with a 100 foot residential wall commonly running $15,000 to $60,000, and full projects nationally averaging around $35,000. Those are national planning estimates, not Boca Raton quotes. What moves the number locally: wall height and water depth, the tieback design, land or barge access, demolition and disposal, cap height to meet the 4.0 to 6.0 foot standard, and whether a dock or boat lift has to come out and go back in. Seawall replacement questions
How long does a replacement take?
Engineering, permitting, and scheduling usually take longer than the construction itself. Ask each contractor for a realistic timeline from signed contract to final inspection.
Will my dock and boat lift have to come out?
Often, yes, at least partly. Make sure each quote states whether removal and reinstallation of the dock and lift is included.
Does every replacement have to hit exactly 4.0 feet NAVD88?
The city's standard is a minimum of 4.0 feet and a maximum of 6.0 feet NAVD88, with room to add another 12 to 18 inches later. Where your wall lands in that range is an engineering decision for your contractor and the city's plan reviewer.
